Abstract

The School-Based Dental Health Program (UKGS) plays a strategic role in promotive and preventive efforts for children's oral health. However, the implementation of UKGS in the field still faces various challenges, such as unstructured program management, limited recording systems, and a lack of monitoring and evaluation. These issues highlight the need for digitalization through a web-based information system to enhance the efficiency and effectiveness of UKGS management.To address these challenges, this study aimed to design and develop a web-based system, E-UKGS, to improve the quality of UKGS program management. This research employed the Research and Development (R&D) method using the ADDIE model (Analyze, Design, Development, Implementation, and Evaluation). The development stages included user needs analysis, system design, website prototype development, expert validation, and functional feasibility testing. Data collection instruments included interviews, observations, and questionnaires, with purposive sampling involving dental health practitioners, teachers, students, and parents. Feasibility testing with users indicated that the system is easily accessible, functional, and meets user needs in the digital implementation of UKGS, with an ICC value > 0.90, indicating high reliability. The system is considered suitable for independent use by end users, including dental health workers, teachers, students, and parents, to support school-based oral health services. The E-UKGS web platform offers an integrated solution to enhance planning, monitoring, and evaluation of UKGS activities in primary schools, as part of efforts to improve students’ oral health status.
